The Surly Bill, Five Years On

Five years ago, the “Surly Bill” was signed into law. For the first time in generations, Minnesota production breweries were able to sell pints of their own beer.

This was a legislative victory that has rippled through Minnesota. When we set out to change the law, our state had around 30 breweries. Today, due in large part to the “Surly Bill” and the economic freedom it allows, our state has more than 100 breweries that employ almost 9,000 people. This has been a small business success story with a positive carryover to different industries that depend on craft brewers.

Thank you to the enterprising and forward-thinking legislators who pushed for the bill, in particular its authors – State Rep. Jenifer Loon and the late State Sen. Linda Scheid. Last but not least, thanks to everyone who enjoys Minnesota craft beer and supports our state’s brewers. We could not have done it without you.
